Andrew Sayer undertakes a fundamental critique of social science's difficulties in acknowledging that people's relation to the world is one of concern. As sentient beings, capable of flourishing and suffering, and particularly vulnerable to how others treat us, our view of the world is substantially evaluative. Yet modernist ways of thinking encourage the common but extraordinary belief that values are beyond reason, and merely subjective or matters of convention, with little or nothing to do with the kind of beings (...) people are, the quality of their social relations, their material circumstances or well-being. The author shows how social theory and philosophy need to change to reflect the complexity of everyday ethical concerns and the importance people attach to dignity. The variety and complexity of the eight papers in this Symposium issue are evidence that immigration is a tough nut to crack both as a matter of policy and application. There is no way that any short summary can do justice to these papers, which take a variety of moral, economic, historical, and empirical approaches to some of the recurrent issues in the field, so it is best in this short issue to try to situate the problem in a general (...) classical liberal context, to show where the pressure points are most likely to appear.The initial way to approach this problem is to start with the simple proposition that the world today is divided into national territories where the practical norm is well-nigh universal: That each sovereign state has exclusive control over its own territory, which, among other things, allows it to decide which individuals are members of that state. These citizens have privileges that may be exercised, no questions asked, on such key matters as entering labor markets, owning property, voting, and otherwise participating in political affairs. All these activities may be denied or granted, at will, to any and all outsiders by the territorial sovereign.No one doubts the need for having some form of territorial control. The need to have some monopoly of force could not be achieved if the entire world, with its infinite diversity of locations and populations, were under a single sovereign. Indeed, in many cases, the divisions within a given country may be so pronounced that separation rather than aggregation is the norm. Thus, at the end of the British Raj, India split into India and Pakistan, and later Pakistan split into Pakistan and Bangladesh. Less dramatically, Czechoslovakia split into two countries, the Czech Republic and Slovakia, while the former Yugoslavia split into five nations, starting from the northwest: Slovenia, Croatia, Bosnia and Herzegovina, Serbia, and Macedonia. Clearly, these ethic differences, be they large or small, are a major obstacle to the expansion of the size of the state. And today, the territorial instinct reasserts itself as the member states of the European Union impose more restrictions on immigration.Yet at the same time, the normative foundations of this system seem elusive. There is the following deep skepticism about the importance of these borders, expressed in these essays by Jeremy Waldron and Ilya Somin, that these national boundary lines should have such a pronounced role in political economy. Michael Blake pursues this theme further by asking the extent to which classical liberals can justify exclusion through the use of violence—or is it force? The inquiry into the dominant role of territoriality can then be expanded, as by Peter Margulies, to examine all sorts of negative externalities that could be created both by easy and strict rules of admission.Taken as a whole, there is no doubt that these national barriers are a serious obstacle to the free trade in goods and services between two individuals, one inside the boundary and one outside. The general view is that these barriers block the gains from trade, which is what drives economic progress, so that ideally all tariffs and quantitative restrictions should give way to a system of free trade in which petty objections by domestic competitors of foreign firms should not dictate local policies.It should, of course, be evident that powerful conflicting forces on free trade and protectionism ebb and flow over time. It should therefore come as no surprise that the stakes are even higher where what is at stake is the movement of people across national boundaries. The loss to any given country from keeping out potential citizens can be enormous, and we see powerful political forces clamp down on open immigration, so many of these gains from trade are lost. The situation can be even more heartbreaking when the ability to leave a country exposes innocent people to imprisonment or death.So what is the explanation for so many nations closing their borders? Much of the explanation comes from old-fashioned protectionism. Your computer programmers will take the jobs of our specialists. There is all sorts of occupational licensing and other barriers to entry within a domestic economy, so there is no reason to expect that these forces will not exert even greater influence against outsiders who do not, after all, have a voice in the local economy and who, therefore, as Alex Nowrasteh, Michael Howard, and Andrew Forrester observe, have little ability to influence domestic policy even after they enter a country. In addition, as Gabriel Chin discusses, strong racial prejudices also lead to exclusions from the domestic economy. Not only are there objections in, say, the United States and much of Western Europe, of exclusion on straight racial grounds, as exemplified by Chinese exclusion acts. The force of these exclusions are also subject to political change. Thus, the Immigration Act of 1924 (the Johnson-Reed Act) was part of a white supremacist program, which gave way two decades later to a very different legal regime with the Immigration Act of 1965, which put an end to the venerable system of national-origin quotas.Yet two other reasons for exclusion are constantly at issue. Immigrants not only bring in their labor but also their families, cultures, and traditions that, in public spaces, may clash with local norms and cultures on such elementary and critical matters as to whether women should dress modestly and wear head coverings. Will freewheeling Danes and Swedes feel comfortable if large numbers of Muslims continue their traditional practices with strong barriers between men and women? There are no obvious market mechanisms that will mitigate these issues, and the situation becomes even more fraught if there are large welfare or educational costs that fall, at least in the short run, on local citizens. These are compounded by the fact that immigrants will typically gain political rights that could easily skew the balance of political power between established and newly arrived ethnic groups by altering the outcome of national and local elections. And letting people in is not just done on a simple open-borders policy. Thus, in many countries, as Lance Pritchett discusses, there is the controversial option of letting foreigners in on short-term labor visas that require them to leave after a certain period. And there are further questions about whether people should be deported if they lied on their entry applications or committed some crime while in the new country, as has occurred in the United States. The numbers of cases can be high and their complexity great, so it is fair to ask, along with Jill Family, whether some self-conscious exceptions to the Administrative Procedure Act of 1946, analogous statutes elsewhere, should be regarded as part of the new normal.It is therefore necessary to deal with the thrust and counterthrust on all these issues. It is also fair to ask whether classical liberalism has a distinctive view on these issues, or whether the combination of private gains and multidirectional externalities gives rise to empirical questions that, as always, require further reflection, even when certain situations—the major influx of illegal immigrants on the US southern border—will generate such powerful emotions that detached intellectual inquiry is ever more difficult. We cannot answer these questions, and thus offer to you a set of essays that take a stab at these difficult topics. (shrink)

The usual way of discussing normativity and naturalism is by running through a standard range of issues: the relations of fact and value, objectivity, reason and emotion, is and ought, and the so-called ‘naturalistic fallacy’. This is a naturalism that is virtually silent on nature. I outline an alternative approach that relates normativity to our nature as living beings, for whom specific things are good or bad for us. Our nature as evaluative beings is shown to be rooted in and (...) emergent from this biological normativity. There is also significant downward causation, such that our brain-bodies are continually modified by our experience and thoughts. Cultures, as emergent from the affordances of our brain-bodies, create further extensive, irreducible sources of normativity, albeit ones which do not wholly escape biological normativity and can impact back on it. Andrew Youpa offers an original reading of Spinoza's moral philosophy, arguing it is fundamentally an ethics of joy. Unlike approaches to moral philosophy that center on praiseworthiness or blameworthiness, Youpa maintains that Spinoza's moral philosophy is about how to live lovingly and joyously. His reading expands to examinations of the centrality of education and friendship to Spinoza's moral framework, his theory of emotions, and the metaphysical foundation of his moral philosophy.

The paper offers a wide-angle view of ethics and welfare through the lens of ‘moral economy’. It examines economic activities in relation to a view of welfare as well-being, and to ethics in terms of economic justice. Rather than draw upon abstract ideal theories such as Rawlsian or Capabilities approaches, it calls for an evaluation of actually existing sources of harm and benefit in neoliberal capitalism. It argues that we need to look behind economic outcomes in terms of how much (...) money different people have, examine their economic relations to others, and evaluate the justifications of these relations and their associated rights and practices. It distinguishes three sources of income – earned income, transfers, and unearned income, and argues that the last of these has no functional or ethical justification but has major implications for welfare. It then comments on the policy implications of the argument, including brief comments on asset-based welfare and universal basic income policies, and concludes. (shrink)

The phenomenon of “Muslim Democracy” has been analyzed by scholars for a number of years, at least since the mid-1990s. The standard view about Muslim Democracy is that (perhaps like its European counterpart Christian Democracy) it represents a nonideological, or postideological, pragmatic approach to electoral politics. The purpose of this article is to advance two primary arguments. The first is that the turn to Muslim Democracy as an ideology and practice should first be understood as a way of thinking about (...) politics that breaks with the sovereigntist imaginary that dominated modern Islamic political thought. Second, Muslim Democrats do not forswear the use of democratic means to advance goals derived from religious commitment as part of their recognition of pluralism and constitutional democracy. Their attitude toward politics should thus be seen as a form of agonistic pluralism. This article thus proposes an interpretation of Muslim Democracy as post-sovereigntist agonistic political Islam. The notions of purpose, goal, end and function are used in descriptions of a very wide range of human, animal and machine behaviour. Andrew Woodfield provides here a unified account of such teleological descriptions and explanations, their varieties, their logical structure and their proper uses. He concentrates his argument on the concepts of 'goal-directed behaviour' and 'natural function', and combines original philosophical criticism with a meticulous, detailed survey of the main competing theories in this diffuse and difficult field.

A novel solution to the knowability paradox is proposed based on Kant’s transcendental epistemology. The ‘paradox’ refers to a simple argument from the moderate claim that all truths are knowable to the extreme claim that all truths are known. It is significant because anti-realists have wanted to maintain knowability but reject omniscience. The core of the proposed solution is to concede realism about epistemic statements while maintaining anti-realism about non-epistemic statements. Transcendental epistemology supports such a view by providing for a (...) sharp distinction between how we come to understand and apply epistemic versus non-epistemic concepts, the former through our capacity for a special kind of reflective self-knowledge Kant calls ‘transcendental apperception’. The proposal is a version of restriction strategy: it solves the paradox by restricting the anti-realist’s knowability principle. Restriction strategies have been a common response to the paradox but previous versions face serious difficulties: either they result in a knowability principle too weak to do the work anti-realists want it to, or they succumb to modified forms of the paradox, or they are ad hoc. It is argued that restricting knowability to non-epistemic statements by conceding realism about epistemic statements avoids all versions of the paradox, leaves enough for the anti-realist attack on classical logic, and, with the help of transcendental epistemology, is principled in a way that remains compatible with a thoroughly anti-realist outlook. Majority-Minority electoral districts, while increasing the number of minorities in legislatures, work to deepen divisions among racial groups, to exacerbate the systematic disadvantages of some individuals, and to impede effective representation. I examine another form of race-conscious districting that will increase marginalized minority presence in legislatures while avoiding these problems.

A controversial claim in recent dual process accounts of reasoning is that intuitive processes not only lead to bias but are also sensitive to the logical status of an argument. The intuitive logic hypothesis draws upon evidence that reasoners take longer and are less confident on belief–logic conflict problems, irrespective of whether they give the correct logical response. In this paper, we examine conflict detection under conditions in which participants are asked to either judge the logical validity or believability of (...) a presented conclusion, accompanied by measures of eye movement and pupil dilation. The findings show an effect of conflict, under both types of instruction, on accuracy, latency, gaze shifts, and pupil dilation. Importantly, these effects extend to conflict trials in which participants give a belief‐based response (incorrectly under logic instructions or correctly under belief instructions) demonstrating both behavioral and physiological evidence in support of the logical intuition hypothesis. What happens when an entire group of human beings is excluded from the definition of humanity? How is the power of language used to distort reality? What happens when a comprehensive economic plan is based on theft, brainwashing, slave labor, and murder? These and other philosophical questions about the Holocaust are contemplated in Contemporary Portraits of Auschwitz. In 1988, a group of philosophers who had survived the Holocaust, or had known people at the Auschwitz death camp, decided to found an (...) organization that would examine the philosophical implications of Shoah: the Society for the Philosophic Study of Genocide and the Holocaust. Noting that the history and the personal horror stories had been told and retold, SPSGH's founders Sander Lee, Berel Lang, and Alan Rosenberg argued that too little study had been so far devoted to the philosophy of Hitler's final solution and other genocides. Auschwitz problematized the Enlightenment concept of humanity, and other concepts. The perfection of state-sponsored and -administered mass death issued in new forms of language, moral indifference, and forgetting. Philosophy often even fails to mention the Holocaust in discussions of National Socialism. And the disaster of Auschwitz has been largely neutralized by the normalization of a "ruined" language. In their account of theory change in logic, Aberdein and Read distinguish 'glorious' from 'inglorious' revolutions--only the former preserves all 'the key components of a theory' [1]. A widespread view, expressed in these terms, is that empirical science characteristically exhibits inglorious revolutions but that revolutions in mathematics are at most glorious [2]. Here are three possible responses: 0. Accept that empirical science and mathematics are methodologically discontinuous; 1. Argue that mathematics can exhibit inglorious revolutions; 2. Deny that inglorious revolutions are (...) characteristic of science. Where Aberdein and Read take option 1, option 2 is preferred by Mizrahi [3]. The goal of this paper is to show how scientific explanation functions in the context of idealized models. It argues that the aspect of explanation most urgently requiring investigation is the nature of the connection between global theories and explanatory local models. This aspect is neglected in traditional accounts of explanation. The paper examines causal, minimal model, and structural accounts of model-based explanation. It argues that they too fail to offer an account of the connection with global theory that can (...) justify the explanatory power of an idealized local model, and consequently these accounts are unable effectively to distinguish explanatory from non-explanatory models. On the account proposed here, scientific explanation requires theoretical integration between the local model described in the explanation and a global theory with independent explanatory power. Crucial in Pierre Hadot’s account of ancient philosophy as a way of life is the phenomenon of conversion. Well before he encountered some of the decisive influences upon his understanding of philosophy, Hadot already understood ancient philosophy and its long legacy in later thinkers of the West as much more than a formal discourse. Philosophy is an experience, or at least the exploration and articulation of a potential for experience. The energy of this potential originates in a polar tension between (...) epistrophe and metanoia. The two poles, which are grounded in primal experiences of the living organism, motivate and model the conversion which must be lived by the philosopher. The genius of Western philosophical experience lies in the effort to synthesize return and rebirth, and thereby recover the self as an ontological point of identification with and origin of the cosmos. The Protagoras is the touchstone of Socrates’ moral intellectualist stance. The position in a nutshell stipulates that the proper reevaluation of a desire is enough to neutralize it.[1] The implication of this position is that akrasia or weakness of will is not the result of desire (or fear for that matter) overpowering reason but is due to ignorance. -/- Socrates’ eliminativist position on weakness of will, however, flies in the face of the common-sense experience regarding akratic action and thus Aristotle (...) was at pains to render Socrates’ account of moral incontinence intelligible. The key improvement Aristotle makes to Socrates’s model is to underscore that the conditioning of the akratic’s body plays a critical role in determining the power of one’s appetites and, accordingly, the capacity of one to resist the temptations these appetites present for rational evaluation. As Aristotle puts it, “For the incontinent man is like the people who get drunk quickly and on little wine, i.e., on less than most people.” (1151a 3-4). Aristotle presents what I shall call a somatic paradigm (i.e. the drunkard analogy) in order to tackle the problem of akrasia and it is this somatic solution that marks a significant improvement over Socrates’s intellectualist or informational model or so the tradition tells us. -/- In this paper, I wish to push back on the above Aristotelian explanation. I argue that when one fully examines Socrates’ account of weakness of will that Aristotle’s solution is less effective than is traditionally thought. In fact, Socrates can bring Aristotle’s model into his own; just as Aristotle absorbs what is right about Socrates’s model, namely, that akratic action utilizes reason but to a limited degree, Socrates in Meno (77C-78A) develops his own somatic model of weakness of will that connects to the intellectualist paradigm of the Protagoras. To achieve this rapprochement between the two models, I zero in on the description provided by Socrates of those individuals who desire bad things knowing they are bad as “ill-starred” or “bad spirited” (κακοδαίμων ). The “bad-spirited” is the coward and, in contrast to Aristotle’s drunkard, becomes fearful quickly from little danger. This additional somatic component, when connected to Socrates’s position on akrasia in Protagoras adds a new twist to Socrates’s model in the following way: while no one wishes to be ill-starred such that more harm than good will befall one, one may become so as a result of the bad choices one knowingly makes. -/- -/- [1] “After him came Socrates, who spoke better and further about this subject, but even he was not successful. For he used to make the virtues into sciences, and this is impossible. For the sciences all involve reason, and reason is to be found in the intellectual part of the soul. So that all the virtues, according to him arise in the rational part of the soul. The term 'inter-faith' is a recent innovation in English that has gained significant traction in the discussion of religious diversity. This volume argues that the concept of faiths in the plural is deeply problematic for Christian theology and proposes a Hegelian alternative to the conventional bureaucratic notion of inter-faith dialogue. Hegel pioneered the systematic study of comparative religion. In line with Hegelian principle, Andrew Shanks identifies faith as an inflection of the will towards perfect truth-as-openness. In relation to other (...) religious traditions, this must involve the practice of a maximum xenophilia, or love for the unfamiliar, understood as a core Christian virtue. Shanks's neo-Hegelian theory recognises the potential for God's work in all religious traditions, which may be seen as divine experiments with human nature. Gentry provides a constructive proposal for transforming jus ad bellum’s last-resort criterion through the reconceptualization of hospitality as “an essential practice” (2) in international relations, one that helps jus ad bellum “operate proactively (...) instead of coercively and reactively” (35) by seeking to protect “without interest the good and the bad of humanity and humans” (3). Gentry is particularly concerned with marginalized peoples who inhabit failed states, whose realities are willfully ignored through the “abstraction” and “hegemonic masculinity” in international relations, as well as in the dominant voices in political theology (Reinhold Niebuhr, Stanley Hauerwas, and Jean Bethke Elshtain) that support an “uncritical complicity with power … unable to deal with vulnerable populations outside of the West” (27). Understood in Christian terms as a practice of “agape,” or “self-giving love,” Gentry demonstrates how hospitality may be a plausible alternative to the paradigmatic approach to power in international relations, suggesting that acting without self-interest is a path to greater and more sustainable security (62).Gentry engages an impressive array of sources to structure her argument. For her critique of international relations discourse, she turns to feminist analyses of state sovereignty to demonstrate how a masculinized understanding of power abstracts the realities of war experienced by human populations (18). Drawing on a “human security” perspective (35), Gentry suggests that the prevention of violent conflict requires a proactive practice—using tools such as the Failed State Index—that attends to the realities of vulnerable populations within states before they erupt into violent conflict (34). Her emphasis on vulnerability and the mutual need for the other reveals Emmanuel Levinas as the primary influence on Gentry’s approach. Refracted through this vision, she opts for a practice of hospitality that moves beyond the realist, pacifist, and just war traditions to cultivate a “proactive last resort” that would extend care to the needs of the vulnerable beyond one’s own borders (136).Strengthening jus ad bellum’s last-resort criterion through a reconceived, proactive practice of hospitality is Gentry’s most compelling contribution, one that is particularly insightful for practitioners and theorists of the just war tradition. Yet readers may get the sense that Gentry wants to push her [End Page 204] contribution beyond the limits of political theology to shape the normative practices of international affairs; this is where Gentry’s persuasive force begins to wane. Specifically, Gentry obscures the genuine differences between an ecclesial practice of agape, embedded in a particular understanding of the nature of God, and the international affairs of a state, embedded in a game of realpolitik, where invulnerability is the rule. In order for Gentry to stake a claim in such a context, she needs to develop a more grounded account of how states could accept vulnerability as a normative practice in order to act without self-interest.Certainly, interdependence and mutual vulnerability are the right place to start. However, this kind of change does not simply concern the dominant patterns of international relations but also involves a change in shared conceptions about basic human nature. As such, her wider contribution may be less about a comprehensive framework and more about a potentially transformational question for theorists in international relations, political philosophy, and Christian ethics alike: What will it require for populations within states to recognize their own vulnerability and dependency, to see the well-being of “the other,” including the enemy, as essential to their own security?
